Two influential Democratic senators have formally requested that the Pentagon launch an immediate independent strategic review into the living conditions and operational readiness of U.S. Navy warships. The demand, directed at Defense Secretary Pete Hegseth and acting Navy Secretary Hung Cao, focuses on vessels involved in the ongoing standoff with Iran, specifically the USS Abraham Lincoln, the USS Gerald R. Ford, and the USS Benfold.
The request was spearheaded by Senator Patty Murray of Washington, vice chair of the Senate Appropriations Committee, and Senator Chris Coons of Delaware, the top Democrat on the committee’s defense panel. The lawmakers emphasized that the investigation should address critical areas including manning levels, mental health, shipboard culture, and the quality of communication between sailors and their families. Their goal is to secure actionable recommendations to improve future extended deployments for both sailors and Marines.
Recent deployments have faced significant scrutiny due to their length, which frequently exceeds the Navy’s standard seven-month target. Data indicates a steady increase in the median duration of aircraft carrier missions since 2020. The USS Gerald R. Ford recently concluded a record-breaking deployment that involved combat operations against both Iran and Venezuela. During that period, a major fire in the ship’s laundry facility lasted 30 hours, forcing approximately 600 sailors to lose access to their sleeping quarters.
Similarly, the USS Abraham Lincoln is currently returning to San Diego following an extended mission that provided sailors with virtually no shore leave since a stopover in Guam in December 2025. Crew members on the Lincoln have faced documented hardships, including intermittent shortages of fresh food and hygiene supplies, as well as disruptions to the ship’s mail system.
The USS Benfold also faced operational challenges, spending four days adrift in the South China Sea last month following an engineering failure that resulted in a total loss of power. In response to the mounting concerns, acting Navy Secretary Hung Cao issued a statement on August 14 acknowledging the strain on the fleet. While praising the endurance of the personnel, Cao argued that although the crews have been pushed to their limits, they have remained resilient.
The senators have requested that the Navy provide a detailed plan to mitigate these recurring issues.
