Donald Trump is not the first president to utilize a decoy aircraft during a foreign trip to ensure his safety. The Washington Post recently reported that Trump secretly departed Turkey in July aboard a military aircraft, while official White House statements suggested he remained aboard the traditional Air Force One. This tactical maneuver was reportedly necessitated by specific security threats originating from Iran.
This strategy has historical precedent. In 2000, President Bill Clinton traveled from India to Pakistan in an unmarked plane that shadowed the official Air Force One. The ruse was unveiled only when Clinton disembarked from the secondary aircraft for a six-hour visit, an event defined by extraordinary security measures. Prior to the flight, White House Press Secretary Joe Lockhart and other officials maintained the tradition of keeping the press corps informed of the president’s movements.
At the time, I served as president of the White House Correspondents Association and was covering the trip for. Before our departure from Bombay, White House officials held an off-the-record conversation with me to discuss the extreme security precautions being implemented. We reviewed safety concerns regarding the small group of journalists aboard the familiar Air Force One and the larger contingent traveling on the chartered press plane, which arrived in Islamabad ahead of the presidential aircraft.
Modern U.S. presidents have consistently agreed to be accompanied by a small pool of journalists during travel. The system ensures that independent observers are aware of the president’s whereabouts and well-being, a practice of particular importance during times of crisis. I was aboard the press plane during that 2000 flight and, to my knowledge, was the only journalist aware of the president’s plane switch. The world only realized the switch had occurred once Clinton landed and emerged from the unmarked aircraft.
