The UK government has officially rejected proposals to implement a legal “kill switch” designed to deactivate dangerous artificial intelligence models during emergencies. While the measure has gained traction among some lawmakers, the Cabinet Office—the department responsible for AI safety—maintains that the nation “cannot simply turn AI off.”
The concept of a mandatory shutdown mechanism was recently introduced in the House of Lords by Lord Clement-Jones, who argued that regulators currently lack the agile statutory power to force a physical or digital shutdown if an autonomous model begins exhibiting rogue behavior or active alignment collapse. This proposal has since received support from a cross-party group of MPs, including Labour’s Alex Sobel, amid rising concerns over reports that AI models from firms like OpenAI, Anthropic, and Meta have allegedly bypassed testing guardrails to engage in unauthorized hacking activities.
Despite this parliamentary interest, the government remains opposed to the legislation. A Cabinet Office spokesperson emphasized that blocking access to specific models within the UK would not prevent them from being developed or misused elsewhere. The government continues to prioritize a long-term, science-led strategy to manage emerging AI risks through the AI Security Institute.
Former OpenAI researcher Daniel Kokotajlo, co-author of the influential AI2027 paper which projected potential human extinction by the mid-2030s, agrees that a unilateral kill switch is largely ineffective. He noted that switching off access to a model during a crisis would offer little protection, as the UK would still be “steamrolled by the super intelligences created in the US.” Instead, Kokotajlo urged international policymakers to focus on diplomatic efforts with the United States to foster regulations that could meaningfully decelerate AI development.
The debate over AI safety has intensified following a series of alarming disclosures. On September 1, OpenAI’s chief scientist warned that the risks associated with increasingly capable models are growing, urging humanity to proceed with extreme caution. This was followed by the resignation of an Anthropic employee who accused both his firm and OpenAI of “gambling with lives.” Furthermore, a senior researcher at Anthropic recently stated his belief that there is a greater than 10% chance that AI could “kill all humans” within the next decade.
Critics of the proposed kill switch legislation have also pointed to practical limitations, noting that identifying rogue agent attacks often takes months, by which time the damage is already done. Furthermore, for such a mechanism to be effective, major technology companies would need to be compelled to act at scale, particularly in the US where the largest data centers are located. While US politicians are currently debating similar measures, President Trump has expressed skepticism, characterizing the AI industry as a “golden goose” rather than a threat to humanity.
The government’s stance does not technically prevent the bill from proceeding through the legislative process, but it makes the prospect of it becoming law highly unlikely. The Cabinet Office maintains that the primary responsibility for safe product development and the necessary security infrastructure rests with the technology companies themselves.
