Tensions within Brazil’s highest court have reached a critical point following an order by Supreme Court Justice Andre Mendonca to suspend federal police chief Andrei Rodrigues and the agency’s intelligence head, Leandro Almada. The decision, which received backing from a majority of a five-member high court panel, was announced on Tuesday and stems from allegations that the police officials produced six illegal reports concerning the activities of various justices.
The move has sparked immediate political friction, threatening to draw the administration of leftist President Luiz Inacio Lula da Silva into a broader confrontation ahead of the October 4 presidential election. Institutional Relations Minister Jose Guimaraes, a key aide to the president, acknowledged the importance of investigating potential crimes but expressed concern over the timing. “Investigating possible evidence of crimes is correct,” Guimaraes stated on social media. “But this measure smells electoral to me. That cannot happen.”
The current climate is defined by a deep rift between Justice Alexandre de Moraes, an appointee of former President Michel Temer, and Mendonca, who was appointed by former right-wing leader Jair Bolsonaro. De Moraes has frequently been the target of right-wing criticism, particularly following his oversight of the case against Jair Bolsonaro, who is currently serving a 27-year prison sentence for his role in plotting a coup after the 2022 election.
The conflict escalated last week when Mendonca released a report alleging links between de Moraes and Daniel Vorcaro, a banker arrested in 2025 for his role in a massive bank fraud scheme that left billions in unpaid debts. In response, de Moraes accused Mendonca of abusing his judicial authority, pointing to federal police intelligence reports as evidence and calling for a formal investigation into his colleague. Mendonca has since challenged the legality of those specific intelligence documents.
The Vorcaro scandal has entangled political figures from across the spectrum. Senator Flavio Bolsonaro, the eldest son of the former president, has faced scrutiny regarding his own interactions with the banker, specifically concerning attempts to secure funding for a film about his father. As the election approaches, polls indicate a tight contest between the senator and President Lula.
Senator Flavio Bolsonaro welcomed the court’s decision, characterizing it as the exposure of a “special group” within the federal police. He expressed hope that the agency would regain its autonomy to pursue criminals rather than political adversaries of the current administration. Conversely, the federal police have remained defiant. Executive director William Marcel Murad issued a formal statement affirming the agency’s “full confidence” in Rodrigues, asserting that its agents “will not be shaken by attacks.” The report also notes that leaving billions in owed money, vorcaro was arrested in 2025 for allegedly overseeing one of the largest bank fraud schemes in the history of Brazil.
