The lowest tier, which Trump labels as “Failures,” has also seen adjustments. While the original list placed Joe Biden, Barack Obama, Ulysses S. Grant, Warren Harding, and Jimmy Carter in this bottom group, the Sept. 6 update adds George W. Bush and Herbert Hoover. Hoover had previously been categorized in the “Average” tier.
